Do all air conditioners need brackets?

I have a year old air conditioner which when it was installed the company who installed it said it did not need the outside brackets because it is a slide out type and the casing is bolted to the window. But now housing says it needs a bracket but a few other people got the same letter so do all air conditioners need one or only certain types.

1. Some A/C units like yours don't necessarily need them, but many housing offices require them for added safety if it were to come loose to prevent lawsuits.
